The Inflation Reduction Act was passed in the Senate on Sunday; the climate and tax package could unlock $370 billion in funding for the clean-energy industry. Despite the strength, the Nasdaq is still down 18% in 2022 and there were only 115 stocks hitting new 12-month highs on Wednesday.
